No, because in order to shoot like a lazer you would have to concentrate all the light into one area on the foil. But if you just lay the foil down, it will reflect pretty evenly. If you're worried about reflecting too much light, you could remove the foil every now and again to ensure you don't burn any holes.
I've never heard of using photo paper, but maybe no one has tried it! The only way you learn new things is to try it out and see if it works! Just make sure that there's no chemicals in the paper that may seep into the soil.
Yes, you can move to another state and work as an instructor at another school. This is quite common. It is always a bit of a challenge, though. Schools prefer to hire their own graduates, all other things being equal. You may have to hunt around for openings. Sometimes they graduate more than they can hire at any given time, so you would them have to look elsewhere anyway. Try to plan ahead for your first CFI job as much as possible. Have you thought of moving first and then doing your training? It might make it easier, but there are never any guarantees.
