Do the valve bicycle cap wheels matter?

Yes and no.
The presence of caps prevents accidental pressing of the stems.
The lack of the caps has no functional use, except preventing the above problem.
If the air will not stay in your tire, you have a flat. You could have a damaged valve stem, or a hole in the tube. Either way, you'll have to buy a new tube. Most reputable shops will sell patch kits, but rarely (if ever) use them.

I think you're refering to the quick release skewer.
The tire is 26" x 1.5" and is made to go on a 559mm rim.
If you take the wheel to a decent bike shop, they'll be able to help you.

Guys please disregard the tank changing from silver to black, i actually messed up on part of the installation so you guys wouldnt have to. Instead of redoing it, i just redid part of the installation.

Unless you have an inside contact with a large manufacturer, distribution network, or plastics molding company, I think you'll be hard pressed to source hundreds without getting them from a bike retailer.
Best bet is to talk to several large shops and work out some kind of deal.

Its not a big deal at all to do this because we have installed racks on many types of caps and shells.
About 90 percent of the ones made will support 500 pounds, so make sure that you do not exceed that.
Measure out where the holes are to be drilled and install the rack system, the only thing that I would recommend is that if the inside roof support brackets are not big enough or they don't come with them then just make a set or buy some sock metal at any hardware store plus don't forget to silicone everything……
